How to do a good job in emergency response to red light belts (General Speed)

Jul 22, 2023|

1. Emergency Response of Safety Production Command Center
Information source 1: Received dispatch from the Ministry of Public Works, station red light belt and related notices.

After the safety production command center checks and confirms the location, it immediately informs the workshop under the jurisdiction of the equipment to organize the inspection and related work; during the prevention period, if the fault location is close to other workshops and work areas, it should notify them to send reinforcements to carry out the inspection and related work; notify the duty leader and department personnel to the command center.

Information source 2: Received the red light belt and related notices in the workshop.

After the safety production command center checks and confirms the location, it prompts to go online to check the relevant content; during the prevention period, if the fault location is close to other workshops or work areas, it should notify them to send reinforcements to carry out inspections and related work; notify the duty leader and department personnel to the command center.

2. Prepare prompts and confirm content before going online
1. Prompt the red light belt in the workshop and work area to be disposed of according to broken rails. Make sure that the person in charge of on-site disposal contacts the mobile phone and calls. Record the name and notification time of the person in charge of on-site disposal.

2. Remind the person in charge of on-site disposal to arrange for station liaison officers to go on stage for protection, reconfirm the location of the red light belt, and grasp the mobile phone number of the station liaison officer. The person in charge of on-site disposal confirms the scope of inspection according to the section of the red light belt, and checks with the station liaison officer.

3. Remind the person in charge of on-site disposal to carry first aid kits, bulge splints, wrenches, connecting wires, protective signal plates (lights), insulating boots, insulating gloves, etc. according to the conditions of the on-site equipment. Immediately after the indirect notification from the workshop, the emergency vehicle was started, and the emergency vehicle was rushed to the scene with anti-interruption tools during the anti-interruption period.

4. Remind the person in charge of on-site disposal to set up protection according to regulations before going online. On-site protection personnel, on-site liaison personnel, and the command center (dispatching) can only go online after joint control. Record the time of arrival at the scene.

3. Troubleshooting Tips and Confirmation Contents
1. Prompt the person in charge of on-site disposal to search in sections and groups as soon as possible according to the confirmed red light zone range. If it involves adjacent workshops and work areas to assist in the disposal, the person in charge of on-site disposal must clarify the division of labor by location.

2. Prompt that the search ranges between groups should overlap by no less than 100m.

3. At night, it is suggested that the lighting should be sufficient, and a convenient search tool should be used.

4. Search key points: In addition to rails, focus on searching welding heads, seriously injured reinforcement places, curved side grinding sites, insulating joints, signal machines, insulating gauge rods, construction sites in sections, etc.

5. After the fault point is found, first prompt the person in charge of on-site disposal to describe the fault type, upload photos, record time, location, air temperature, and rail temperature. If a broken rail is found, the rail type, fracture characteristics (vertical crack, oblique crack), width, etc. should also be described.

4. Troubleshooting Tips and Confirmation Contents
1. If the cause of the red light band is broken track, follow the "Emergency Response Plan for Track Break (General Speed)".

2. If the cause of the red light band is UMC, according to the situation of UMC, the safety production command center and the person in charge of on-site disposal will determine the registration content and disposal plan, and require the on-site to register the closed line at the station Yuntong-46.

3. Prompt the person in charge of on-site disposal to set up stop signal protection.

4. Troubleshooting

Situation 1: Use the rail gap adjuster to adjust the front and rear rails in the insulation top dead short rail section, and replace the groove type, rail end, re-tightening joint bolts and 50-meter fasteners at the front and rear. If there is no condition (both front and rear rails are blindly seamed), choose a rail to saw open, or use oxygen to cut off about 30mm, use a toothless saw to drill holes, install splints, even rail seams, and retighten the connecting parts to open the line.

Retighten the 50-meter line fasteners before and after the seamless line section, replace the cemented insulating rail (not shorter than 6.6 meters), or replace the ordinary insulating rail.

Case 2: Insulation is pulled

info-700-500

If it is glued insulation, the line fasteners within 50 m at both ends of the glued insulation joint should be tightened immediately. If the glued part can be quickly removed, the rail is sawed at one end, the rail seam is even, and the ordinary insulation is replaced. The ordinary splint is replaced at the sawed rail and the line is opened. Insert glued insulated steel rails or ordinary insulated rails that cannot be quickly removed from the cemented part, and use splints for temporary treatment.

If it is ordinary insulation, there is a conditional uniform rail joint in the short-gauge section. For long-gauge sections and short-gauge sections where there is no condition for uniform rail joints, it is necessary to organize online sawing rails, uniform rail joints, or insert same-track steel rails.

Case 3: No resistance inside the insulation

If you can quickly remove the glued part, replace the ordinary insulation, and open the line. If the cemented part cannot be quickly removed, insert the glued insulated steel rail or ordinary insulated rail, and use a splint to connect it for temporary treatment.

Situation 4: Fastener seal

Remove the fasteners or replace the small gusset plate, square the sleeper, and align the fasteners.

Situation 5: Insulated gauge pole connected power

Immediately remove the UMC track gauge rod, contact the station to confirm whether the track circuit is restored, and continue to check if it cannot be restored.

Situation 6: The cable is damaged

Check that there are no hidden dangers in the rails, insulation, etc., and the electrical service cannot find out the hidden dangers. Focus on checking whether the operation section of the day and the subcontracted construction section involve subgrade excavation, piling, nailing, etc. If there is such construction and operation, the United Electricity Service will find out whether there is any cable damage.

5. Prompt to confirm the track circuit after disposal, and check the equipment, including geometric dimensions, fastener torque, etc.; ensure that personnel and materials are counted, the track is completed, and on-site photos are uploaded.

6. According to the on-site disposal situation, the safety production command center will confirm the release plan with the person in charge of on-site disposal. The person in charge of on-site disposal shall organize the registration and opening of the line at the station Yuntong-46 according to the plan, and the liaison officer at the station shall confirm the registration content with the person in charge of on-site disposal before registration and record the opening time.

5. Collection of relevant information
1. Fault location: line type, section, line type, stock type (location is accurate to meters)

2. Equipment inspection and maintenance: inspection cycle, last inspection, operation time, name of inspection personnel, inspection records, operation plan and content, etc.

3. Line maintenance, line disease, rail type, length, rail laying time, locked rail temperature, crawling analysis, fastener status, insulating joint and insulating gauge rod on-line time, air temperature, rail temperature, etc.

4. The supplier of the insulation equipment, whether the shelf life has expired.

5. Troubleshooting situation and the time in the whole process of processing, record the number of trips affected, the number of trains, and the registration and cancellation of transportation.
