1. Preparation before operation:

1.3 The person in charge of construction shall contact the person in charge of track change every day to confirm the operation plan and scheme of the train in and out of the section.
1.4 The person in charge of construction shall organize personnel to hold shift handover meeting and arrange construction tasks.
1. 5 The team leader shall organize personnel to hold a roll call meeting, arrange the division of labor of employees, and arrange the key points of construction and safety requirements.
1.6 According to the operation protection diagram provided by track change, it shall be distributed to the protection personnel after being reviewed by the person in charge of bulk materials, so as to clarify their post responsibilities.
2. Operation Process
2.1 According to the specified time requirements, the station liaison, on-site protection personnel and operators arrive at the designated position to wait for the blocking order.
2.2 After receiving the blocking order, the construction train set shall check with the station in time, confirm the signal and joint control, and obtain the consent of the construction director before the motor train can enter the blocked section; And set up protection.
2.3 After the construction vehicle train enters the protection point, the decomposition operation shall be carried out according to the decomposition location provided in the safety measures of the person in charge of welding rail.
2.4 After the vehicle set is disassembled, the bulk material vehicle set shall start operation according to the instructions of the bulk material person in charge: the marking personnel shall mark, the construction vehicle set shall move forward at a uniform speed of 3-5km, and the coarse bulk personnel shall start operation, and the coarse bulk materials shall be scattered in place according to the marks to prevent the coarse bulk materials from damaging the equipment on the line.
2.5 After the rough scattering is completed, the fine scattering personnel start the operation, and quickly and accurately scatter the baffle, elastic strip, rubber pad and in the specified position according to the requirements; During fine dispersion, the whole package of materials and tools shall not be thrown on the shoulder and in the center of the road.
2.6 Clean up the iron wire, nylon bag and other garbage in time while dispersing fine particles.
2.7 After the operation is completed, the person in charge of construction shall confirm whether the loading state of the train is in good condition, connect with the rail welding train set at the designated place, contact the stationmaster for normal operation, and enter the station through joint control.
2.8 The person in charge of construction shall confirm that the materials and tools on the line can release the train conditions, notify the on-site protection personnel to remove the protection, and notify the station protection personnel to open the line after the on-site protection is removed.
3. Operation safety risk items and prevention and control measures
3.1 During unloading, it is strictly prohibited to unload between new and old rails and line equipment, so as to prevent limit invasion, power connection or damage to line equipment. The coarse scattering shall be in place and the fine scattering shall be accurate.
3.2 After rough scattering is completed, sort out the surplus materials on the vehicle in time to prevent partial load.
3.3 When getting on and off the rail car, the operators shall get on and off the train according to the requirements of the person in charge, and prevent the train from getting on and off the train, so as to prevent collision and personal safety.
3.4 The coupling and disassembly of the rail car must be carried out in strict accordance with the standards of the rail car operation instructions.
